Biographies in Alphabetical Order

Omar Arias

Was born in Bani, Dominican Republic. He is currently a Senior Economist at the Poverty Reduction and Economic Management Division (PREM/LAC) of the World Bank. Previously, he was a Research Economist at the Inter-American Development Bank. In Dominican Republic he worked at the Research Economic Centre for the Caribbean (CIECA). He received his Bachelor's degree in Economics from the Instituto Tecnologico de Santo Domingo (INTEC) in 1991 and has an M.S. and Ph.D. in Economics from the University of Illinois at Urbana-Champaign. Nació en Baní, República Dominicana. Actualmente es Economista Senior en la División de Reducción de Pobreza y Manejo Económico del Banco Mundial. Previamente trabajó como Investigador Económico en el Banco Inter-americano de Desarrollo. Anteriormente, fue Consultor en el Banco Mundial, y en República Dominicana trabajó en el Centro de Investigación Económica para el Caribe (CIECA). Recibió su Licenciatura en Economía en el Instituto Tecnológico de Santo Domingo (INTEC) en 1991 y tiene una Maestría y Doctorado en Economía de la Universidad de Illinois en Urbana-Champaign. Lorena Perez

Lorena Perez is an attorney in the Office of General Legal Services of the General Secretariat of the OAS.  Prior to joining that Office, she was an associate in the Washington, DC office of Baker Botts.  There, Ms. Perez was a member of the litigation, environmental and corporate groups, handling a broad range of issues with special focus on Latin America.

Ms. Perez received her Licenciatura en Derecho from the Pontificia Universidad Católica Madre y Maestra in Santiago, Dominican Republic in 1992, and her LL.M. Degree in Common Law Studies from Georgetown University Law Center in Washington, DC, in 1999.  She is admitted to practice law in the Dominican Republic and in New York, and in the District of Columbia as Special Legal Consultant.  She is a member of the American Society of International Law, the American Bar Association and the Inter-American Bar Association, where she is the Vice-Chair of the International Arbitration Law Committee.

Lorena Perez

Lorena Pérez es una abogada en la Oficina de Servicios Legales de la Secretaría General de la OEA.  Previamente fue una asociada en la oficina de Washington, DC, del bufete de abogados Baker Botts, en donde se desempeñó en los departamentos de litigio, derecho ambiental y derecho societario, estando a cargo de diversos casos con enfoque el Latinoamérica.

La señora Pérez obtuvo su Licenciatura en Derecho en la Pontificia Universidad Católica Madre y Maestra en Santiago, República Dominicana en 1992, y su Maestría en Derecho en Georgetown University Law Center en Washington, DC, en 1999.  Es miembro del Colegio de Abogados de la República Dominicana y del New York State Bar Association, y Special Legal Consultant del District of Columbia Bar.  Es miembro de la American Society of International Law, de la American Bar Association y de la Federación Interamericana de Abogados, donde se desempeña como vicepresidenta del Comité de Derecho Arbitral.

Franklin García
Was born in Santo Domingo, Dominican Republic. Practical application of cutting edge Information Technology has been the career focus for Franklin. His work has taken him into a wide range of organizations: an international bank, an embassy, a property management firm, a large defense contractor as well as numerous professional offices and small businesses. He is currently a Senior Network Engineer. Franklin holds a B.A. in Finance from the George Washington University and an M.S. in Economics from the American University (both in Washington DC) he also holds numerous certifications in IT to include, Microsoft, Adobe and Lotus. Mabel Martínez

Was born in Santo Domingo, Dominican Republic. She is currently a Consultant at the LAC Finance Department at the World Bank. Previously, she was a Research Fellow at Region 1/Country Division 1 of the Inter-American Development Bank (IDB), and a Consultant and a Summer Intern at the IDB. In the Dominican Republic, she worked at the Research Economic Centre for the Caribbean (CIECA) and at a major telecommunications company (CODETEL). She received her Bachelor's degree in Economics from the Instituto Tecnologico de Santo Domingo (INTEC) in 1994 and has an M.A. in Development Finance and Banking from American University. Yira Mascaró Franjul
Was born in Santo Domingo, Dominican Republic. She has been a Financial Economist at the Finance, Infrastructure, and Private Sector Development unit of the Latin American and Caribbean Department at the World Bank since 1999. Major focus areas include bank analysis, resolution of financial crises, design/implementation of financial sector policy, and financial regulation/supervision. Before, she was a Consultant at the Inter-American Development Bank and in the Dominican Republic worked at the Banco Nacional de la Vivienda (BNV) and Pontificia Universidad Catolica Madre y Maestra (PUCMM). She received her Bachelor's degree in Economics from the PUCMM in 1990 and has an M.S. in Economics and Ph.D. in Applied Economics from the Ohio State University. Yira Mascaró Franjul
Nació en Santo Domingo, República Dominicana. Es Economista Financiera en la Unidad de Finanzas, Infraestructura y Sector Privado del Departamento de América Latina y el Caribe del Banco Mundial desde 1999. Sus principales áreas de enfoque son análisis bancario, resolución de crisis financieras, diseño/puesta en práctica de política financiera, y supervisión/regulación financiera. Felipe A. Rodriguez
Was born in Santo Domingo, Dominican Republic. He is currently a medical doctor and surgeon in private practice (Maryland, Washington, DC).  He is also a clinical professor of emergency medicine at the University of Massachusetts, Worcester.

Founder of the Group of Dominican Professionals in Washington, DC and a founding member of the Dominican American National Roundtable.  He is also founder of the Latin Chess Club (a club involved in teaching young Hispanics, discipline thru the game of chess and a way to keep them off the streets).

He is the director of projects for the Institute of Emergency Medicine and Disasters at the University of Massachusetts, Department of Emergency Medicine.  He has been a consultant in the former Soviet Union dealing with emergency training centers.  He was also director of GEMINI (Global Emergency Medicine Initiative) in the Dominican Republic.

Dr. Rodriguez is involved in many academic and medical charity projects thru various national and international organizations.

Nació en Santo Domingo, Republica Dominicana. Es medico cirujano en practica privada (Maryland, Washington, DC).  Profesor Clínico de Medicina de Emergencia en la Universidad de Massachussets, Worcester. 

Fundador del Grupo Dominicano de Profesionales en Washington, DC y miembro fundador de la Mesa Redonda Dominico-Americana.  Fundador del Club de Ajedrez Latino, destinado a la enseñanza a jóvenes Hispanos del Ajedrez como una forma de autodisciplina y una manera de alejarlos de las calles.

Es director de proyectos del Instituto de Medina de Emergencias y desastres de la Universidad de Massachussets, Dept. de Medicina de Emergencia.  Ha sido consultor en la antigua Unión Soviética en relación a centros de entrenamientos y Director para Republica Dominicana del proyecto GEMINI (Iniciativa Global Medicina de Emergencia). 

El Dr. Rodríguez  participa en una gran cantidad de proyectos académicos y caritativos a través de varias organizaciones nacionales e internacionales.

Rita M Diaz
Rita M. Diaz was born in Santiago de los Caballeros, Dominican Republic, and has a degree in Law from the Universidad Catolica Madre y Maestra.

She worked in the Royal Bank of Canada in Santiago de los Caballeros, then moved to Santo Domingo where she accepted a position in the cabinet of Dr. Salvador Jorge Blanco. She was appointed Consul of the Dominican Republic in Baltimore and received her "patent letters" from President George W. Bush, where she worked quite intensely with the Dominican community in the state of Maryland.

Currently, she is a member of the Board of Centro de la Comunidad, Group of Dominican Professionals (GDP-Wash), and Susana de Moya Foundation. She also volunteers at her children’s schools, and in the Nativity Church. She is married and has two beautiful children.

Omar J. de Frias
Omar J. de Frias was born in Santurce, Puerto Rico moving to the Dominican Republic at the age of two.  Omar is currently employed at NASA Headquarters in Washington D.C, as a Management and Program Analyst.  He received a B.S in Hotel Management with a concentration in Marketing and Sales from Pontifícia Universidad Católica Madre y Maestra in 2001.  He then moved on to finish a B.S. in Business Administration at Rochester Institute of Technology (Rochester, New York).  Shortly after he began an MBA in Finance at the University of Puerto Rico, Mayagüez Campus graduating in 2004.  Previous professional experiences include Baxter Healthcare Corporation (Maricao, Puerto Rico) and CLS Communications (Santo Domingo, Dominican Republic). Omar J. de Frías nació en Santurce Puerto Rico mudándose a Republica Dominicana a la edad de dos años.
